INEC Sets up Department to Monitor Parties’ Campaign Expenditure
The Independent National Electoral Commission (INEC) said it had taken measures to track campaign expenditure incurred by political parties as it lifted ban on election campaigns.
The Chief Press Secretary to the INEC chairman, Kayode Idowu, on Monday in Abuja stated this in an interview with newsmen following the lifting of the ban on election campaigns.
The News agency of Nigeria (NAN) reports that in line with the electoral timetable released by INEC, presidential and National Assembly aspirants of political parties are allowed to commence campaign from November 16.
Similarly, the ban on campaign by governorship and state House of Assembly aspirants is expected to be lifted on Nov. 30.
Idowu said that the commission now had a department to monitor spending of candidates in the 2015 elections.
Idowu said that the department was functional and was in full capacity.
“That structure did not exist in 2011 and we could not do much in that regard.
“Now we have been able to put structure in place to track expenditure and we are going to be doing that.
“The situation now is that we can only know whether a person has over spent until he or she has spent it. You cannot stop people from spending until the person has spent.
“ What the law anticipates is that we have put ceiling on spending and we will now monitor to know whether we can make a case about it.”
Idowu stressed the need for political parties to adhere to election expenses as stipulated by the Electoral Act.
“According to section 91 of the Electoral Act, 2010 as amended, the maximum expenses to be incurred by a candidate at a presidential election shall be N1 billion; for governorship, it is N200 million.
“The act also placed a campaign ceiling of N40 million and N20 million for senatorial and House of Representatives candidates respectively.
“It also fixed amount for election expenses in the state assembly and chairmanship election for an area council at N10 million.’’
The act also stipulated sanctions for candidate who disobeyed the campaign spending limits.
“The sanction for presidential election is N1 million or 12 months imprisonment or both and for governor, N800,000 or nine months or both.
“While the sum of N600,000 or six months imprisonment is stipulated for a senatorial candidate, the sum of 500,000 or five months imprisonment is also stipulated for a House of Representatives candidate who defaults on the campaign spending.’’
Asked if the commission had the capacity to handle the magnitude of electoral offences, Idowu said that INEC could only work within framework of the law.
He said that was why the commission had always called for establishment of election tribunals.
“If the law says INEC should do something even within the constraints, INEC will do what is possible within those constraints.
“INEC will do what it has to do within the framework of the law as it exists at the present.
“For instance, the law says we should publish the audited yearly accounts of the political parties and that is what we have always done.
“We audit and publish, that is what the law says we should do. After we publish what next?
“There are places where you have offences and you don’t have sanctions stated.
Church of England Set to Approve Introduction of Female Bishops
The final hurdle to women becoming bishops is set to be removed when leaders of Church of England voted on Monday, revoking gender restrictions on top jobs.
A show of hands among Anglicans meeting in London is expected to clear the way for the first appointment in January.
However, the vote to allow women to serve in the Church’s highest posts came 20 years after the first female priests were ordained.
The legislation approving the change was passed unanimously in July and Monday’s vote rubber-stamped that change in the rules.
It brought England into line with other Anglican Churches around the world, as there were women bishops in Australia, Canada, India, South Africa and the U.S..
Hilary Cotton, the Head of lobby group Women and the Church (Watch), said she would like to see women in a third of bishop’s posts.
She said “women make up around a third of the clergy in the Church of England.
“It is not just about having women wearing purple, it is about changing the culture of the Church to be more equal.’’
Women becoming bishops had caused problems in the Anglican Church in recent years, along with the issue of gay marriage.
The Archbishop of Canterbury, Justin Welby, who is the Head of the Anglican Church, said of the July vote that it had started a “great adventure of seeking mutual flourishing while still, in some cases, disagreeing.’’
Reform, a conservative lobby group within the Anglican Church, said a quarter of the 80 million Anglicans would be unhappy “if the divine order of male headship’’ swept aside the Monday vote.
Reform Director, Susie Leafe, said “it is a shame that in moving forward on this, the needs of the whole Church of England have not been fully recognised.’’

Desmond Elliot: I Didn’t Suddenly Go into Politics; Politics Has Always Been a Part of Me
Nollywood actor Desmond Elliot announced his interest in a political position for the 2015 elections early this year and since then we have seen campaign photos, branded buses and more steps he has taken to help his new path.
In a new interview, Desmond Elliot speaks openly on his political ambition – he speaks on the fact that a lot of entertainers are going into politics, his reasons for going into politics personally, the fact that politics won’t stop his acting career and more.
Read excerpts from his interview with Vanguard newspaper below!
How has life been since you went into politics? It’s been okay, it’s been good, it’s exposed me to seeing more and the fact that I even want to give back. Out there, the people are not asking for a perfect turnaround, all they are asking for is something that can symbolise a change in their lifestyles.
Why did you suddenly go into politics? I didn’t suddenly go into politics; politics has always been a part of me. I’ve been involved in campaigns for some Governors and even the President. I’ve been on the campaign trail for very long time now. Even though I have never sought any elective office before I have always had it at back of my mind as something I would do one day. It is not a surprise at all, it’s a well-thought out action and I came very prepared. I didn’t just sleep one day and say okay, it’s time to go into politics
Are you going to leave Nollywood if you get elected? I can never leave Nollywood, I am only going to help in propagating and promoting laws that would help to structure the industry and make it better and improve it from the present situation – that’s it.
